Based on his broad experience in private industry and in weapons procurement for the Department of Defense, Jacques Gansler offers sensible proposals for the reform and revitalization of the U.S. national security system. Gansler has written a new foreword to this edition that emphasizes the critical need to redirect attention to Third World conflicts.

Jacques Gansler is Senior Vice President and Director of The Analytic Sciences Corporation (TASC) and a faculty member of the John F. Kennedy School of Government at Harvard University.
